Bus Driver Responsibilities and Safety Guidelines: The complicated responsibility of drivers includes the safe transportation of students, the behavior control of student passengers, the setting of a good example of a motor vehicle operator, and the presentation of a positive image to the patron and general public. All school children, while being transported on a school bus, shall be under the supervision, direction, and control of the school bus driver, and shall be subject to the discipline of the bus driver and the governing body of the school district. The driver shall inform the pupils of procedures and regulations for proper and safe bus conduct. The driver should be consistent in his requirements for proper pupil behavior and control. School Bus General Use Policy: The general philosophy of the board of education is that transportation equipment purchased by the school district is to be used primarily for school purposes and that taxpayers shall not be expected to subsidize busing equipment or to provide personnel for other than school district purposes. When an exception to this general policy is granted by the board of education, non school use of school transportation equipment shall NOT be intermingled with student transportation, nor shall it interfere with student transportation to, from, or between schools; student transportation for school activities; emergency transportation for students; time required for maintenance and service or equipment; or the provision of standby equipment for school purposes. In addition, the following guidelines shall apply: (Adopted September 6, 1988)1. Use of School Buses, Generally. No person shall operate, or permit the operation of, any school bus on any highway in Beaver County School District for any private purpose or for any purpose other than transportation of eligible school children to and from school unless authorized by the local school board.
2. Use of School Buses, School Activities. The school district may permit the use of school buses for transportation of eligible school children and necessary adult chaperones to and from an activity that is either sponsored, controlled, supervised, or participated in by school students and/or personnel.
3. Use of School Buses, Non-school Activities. The school district may permit the use of school buses for transportation of school children to and from activities approved or sponsored by an organization or political subdivision.
4. Use of School Buses, Public Emergency. The school district may authorize the use of its school buses during any local, state, or national emergency when requested by any governmental authority. When equipment is rented as an exception to the policy such rental shall:
1. Be at the rate established by the State Office of Education for that year - e.g. 1987-88 was $1.07 per mile.
2. Not include the price of the driver whom shall be paid by the user, such driver to be properly licensed and approved by the superintendent of schools or transportation supervision.
3. Not be allowed without evidence of insurance, to be furnished by the user, on file with the school district before the bus is allowed to be used.

Transportation to District, Employee & Student Functions: The laws of Utah provide a legal basis for transporting pupils to and from school. Excerpts from the law pertaining to pupil transportation are included in these regulations to help us provide the safest transportation possible.
The State of Utah provides financial aid for the transportation of pupils transported one and one-half miles for K-6 grades and two miles or more for grades 7-12. The local school board sometimes assumes additional responsibility for providing hazardous transportation service to pupils transported less than one and one-half mile or two miles for secondary pupils.
To and From School: Beaver County School District will provide transportation to and from school for students according to the following provision:1. Elementary students must live a minimum of one and one-half miles from school and a secondary student must live a minimum of two miles from school to qualify for school transportation.
2. Buses will be assigned to travel over roads that are well maintained by the county or state. Buses will not be assigned to private roads or to dead end roads.
3. The responsibility of the specific bus stops will be vested in the district administration and may be adjusted as the need arises, but must be within the state guidelines. Normally, bus stops will not be less than .3 miles apart.
4. It is the policy of the district that the superintendent and the staff will administer the student transportation system in the district with no variations from the state guidelines. That is, no unapproved routes will be allowed.

Field/Special Trips are defined as those trips in school buses by athletic teams, clubs, classes and music groups sanctioned by the school principal. These trips are often referred to as field trips or extra-curricular trips. The following must be followed when school buses are used for special trips:1. Requests for school bus service are to be approved by the Superintendent/Transportation Supervisor and submitted annually.
2. Complete records on all special trips are required. This will include the date, driver(s), bus(es), school, group or activity, destination, round trip mileage, number of students, and any special problems encountered.
